FINAL City Budget Re: DCA FY 12

 
The City Council has posted on its web site the Schedule C, which shows restorations and Council initiatives for next year. The vote on this document is to take place tonight (starting at 7 PM), so while it is theoretically possible for this to change, I cannot imagine it doing so.

Here are the summarized numbers:

Restorations:

Coalition of Theaters of Color—$700,000
CASA—$5,100,000
Program/CDF—$9,000,000
CIGs—$20,548,790

TOTAL RESTORATION: $35,348,790

It is unclear whether any of the above numbers include the Council “adds” (member items). In past years, those items were listed individually and with a total dollar amount as Local Initiatives. No such listing is included here, BUT there is a list (several hundred pages) of items that the Council members have designated. Go to the Council web site, find Budget menu and check budget documents, FY 12, Schedule C if you want to try to find any member item for your organization. Alpha order, but in segments, so look through all sections. Some cultural items are also under “youth” or “aging”, etc.

ANALYSIS:
This appears to be full restoration to CASA and Theaters of Color of the proposed cuts.

For the Program group, this appears to be very close, if not, full restoration to the CDF fund -- provided the Council member items are not included within any of the $9 million.

The CIGs original cut was $33.7 million, so this seems to be quite a significant loss to that category.

My apologies that this memo has some caveats, but further re-checking at this time is not going to answer the questions, so I felt it better to provide everyone with the numbers. I will try to get a clearer answer as to the total amount of the Council member items and whether those dollars are included above.

For the Program groups, this appears to be a good result. For the CIGs, at this point, it looks unfortunate, but again, I will keep checking on this.

Please do not overlook that you must thank Speaker Quinn, Committee Chair Jimmy Van Bramer, Finance Chair Domenic Recchia, and your Council member. This was a very, very hard budget to work out. It is over all a good result for culture.
